Abstract
As administration license is a type of comprehensive administrative activity which possesses knowledgeability,normativeness,and professionality,as well as policy characteristics,technical specification and standard start to play vital roles for it in the making. Therefore,the legal relationship,status and imputation between those organs professional in the specification and standard and the administration license agencies is not only influential in the fairness and legitimacy of administration license itself,but also of great reference meaning to correctly understand the relationship among market,society and government.
