Abstract
Policy-mandated, rigorously administered scientific testing is needed to\nprovide transparency into the efficacy of artificial intelligence-based\n(AI-based) cyber defense tools for consumers and to prioritize future research\nand development. In this article, we propose a model that is informed by our\nexperience, urged forward by massive scale cyberattacks, and inspired by\nparallel developments in the biomedical field and the unprecedentedly fast\ndevelopment of new vaccines to combat global pathogens.\n
