Modern approaches to definition of activities in health care and applications for information technologies: a systematic review

Abstract

Objective. To systematize legal acts, methodological documents, national and foreign reports defining the concept of «activity in health care», to identify the main areas which can be managed using information technologies, as well as searching for reports devoted to their implementation in clinical and organizational practice. Material and methods. We used the method of content analysis and structuring of information from 8 national and foreign databases including the articles published over the past 5 years (PubMed, Embase, CINAHL, PsychInfo, ACM Digital Library, IEEE Xplore and SCOPUS and eLibrary.ru), and two searching systems for regulatory legal information (Consultant Plus and Garant). We assessed 143 sources (48 regulatory legal acts, 45 national and 50 foreign reports). The studies are stratified depending on citation indexes, journal ratings and indexing in databases including the international Scopus database. Results. The authors distinguished the concepts of «activities in healthcare» and «medical activities», as well as substantiated the main activities in healthcare for which management using information technologies is possible (with listing of specific information systems). Artificial intelligence, medical decision support systems, telemedicine technologies, specific data transmission algorithms and modeling tools are identified as strategically significant areas in development of information technologies. Conclusion. Systematization of researches by the main activities in healthcare and highlighting the most important publications related to development, implementation and replication of information technologies allow us to focus on existing problems and shortcomings in legal regulation and level of digitalization. These approaches are valuable for expert support and integration of new information products and technologies in healthcare at the state and commercial levels.
