Navigating the Uncharted: A Comprehensive Study on AI Ethics and Governance

Abstract
This article aims to systematically explore the ethical issues, technical principles, and governance strategies of artificial intelligence (AI). Artificial intelligence technology is developing at an unprecedented pace, having a profound impact on various fields of society. At the same time, its potential ethical risks, such as algorithmic bias, privacy violations, and unclear responsibilities, are becoming increasingly prominent. To address these challenges, this article first reviews the development history, classification, and basic working principles of artificial intelligence, laying the foundation for understanding its ethical dilemmas. Subsequently, an in-depth analysis was conducted on the core definition of artificial intelligence ethics and the root causes of violations, with a focus on exploring the unique risks faced by different types of artificial intelligence technologies. Finally, from the macro level of society, individuals, and countries, as well as the micro level of technological governance, collaborative prevention and response strategies are proposed, such as developing transnational ethical standards, enhancing public awareness, building a sound legal system, and developing interpretable artificial intelligence, fairness, and privacy protection technologies. This article emphasizes that in order to align artificial intelligence with human values, it is necessary to work together at the legal, social, and technological levels to ensure that everyone has a safe, fair, and beneficial future.
