Abstract
AI ethics and data governance are increasingly important in addressing socio-economic challenges in African societies, particularly in Rwanda where rapid technological advancement is transforming various sectors. The study employs a multidisciplinary approach involving scholars from computer science, ethics, public health, and social sciences to analyse existing policies and conduct interviews with stakeholders. A key theme emerging from the analysis is the need for robust data protection frameworks that balance innovation with privacy concerns, evident in Rwanda's nascent AI healthcare initiatives. The findings highlight the importance of harmonizing technological adoption with ethical standards to foster inclusive development in Rwanda and beyond. Recommendations include developing comprehensive legal safeguards and promoting public-private partnerships for AI governance in healthcare.
