ODRA 1305 AI: Część II - Architektura, Modele Współpracy i Kierunki Rozwoju

Abstract

This document constitutes the second part of the Odra 1305 AI project — a local AI-based system assistant developed by the ELWRO non-profit initiative. Part II presents a detailed layered system architecture, technological collaboration models inspired by the historical ELWRO–ICL partnership, an analysis of strategic development directions, and the concept of the RODAN AI system designed for critical and defence applications.The paper integrates the content of letters of intent addressed to Microsoft Corporation and Anthropic PBC — in both Polish and English versions — treating them as conceptual and research material. It develops formal layered models, describes user intent interpretation mechanisms, outlines computational sovereignty requirements, and reviews research directions in edge AI, local language models, and hybrid architectures.This document is a scientific preprint extending version 0.1 (DOI: 10.5281/zenodo.19897810). Its purpose is to publicly register the project architecture and strategy, protect the concept from historical reinterpretation, and establish an open foundation for further research and industrial collaboration.
